Noach Hacker leads the Institute’s impact efforts and works across its research centers to strengthen the connection between high-quality research, policymaking, and effective implementation in the public sector.
Hacker brings more than two decades of senior leadership experience in government and the private sector, spanning economic policy, national security, infrastructure, regulation, and technology.
Prior to joining IDI, he served as Israel’s Minister of Economic affairs in the Israeli embassy in Washington and the Ministry of Finance's senior economic representative to the United States, leading Israel’s economic engagement with the U.S. administration on economic policy, technology and artificial intelligence, financial regulation, economic security, and strategic cooperation.
Previously, Hacker served as Senior Deputy Director of the Budget Department at Israel’s Ministry of Finance, where he played a leading role in formulating national budgets and advancing structural reforms and major policy initiatives in defense, infrastructure, and public services. During his tenure at the Ministry, he headed the Defense Budget Team and the Infrastructure Budget Team and was involved in shaping Israel’s multiyear defense budget and major national infrastructure projects.
In the private sector, Hacker served as a Vice President at Partner Communications, with responsibility for infrastructure, regulation, and enterprise risk management. He also served on the board of PHI Networks.
Hacker is the author of “War of the Economies” (published in Hebrew), which examines economic power as an instrument of national security. He also lectures at Israel’s National Defense College on economic statecraft, national power, and national security.
He holds an M.A. with High Distinction in Political Science from the University of Haifa, focusing on economic statecraft and national security, and a B.A. in Economics and Interdisciplinary Studies from Bar-Ilan University. He is also a graduate of Israel’s National Defense College and advanced executive programs in strategy, corporate governance, and risk management.
